Guide to the new normal, community by community

On 21 June, Spain ended the state of alarm to enter the new normal, with new prevention and containment measures that will be in force for the duration of the health crisis. The Government is handing over control to autonomous communities to manage this new phase, which also brings changes for communities of owners.  

Below we provide detail on the changes in each community where Mediterráneo is present.

Valencian Autonomous Community

These measures are included and approved in the Diari Oficial de la Generalitat Valenciana, in the agreement of 19 June, from the Consell (DOVG 20-06-20). 

Holding of owners’ meetings

For these meetings, a capacity of 75% is established (relative to the place where the meeting is held) and a minimum safe distance between attendees of 1.5 metres, or masks must be used if the safe distance cannot be guaranteed.  

Swimming pools

The opening of swimming pools shall be allowed with a maximum occupancy of 75% and a distance of 1.5 metres between people; a prior booking may be required if safety measures cannot be guaranteed. 

In addition, the cleaning of common areas will be carried out frequently, but no specific minimum thresholds are set. 

Users must be informed of the maximum capacity, hygiene and prevention rules through signage and reminded of the obligation to leave the facilities if users have any symptoms  of Covid-19. 

Gyms and sports areas

Sports activities may be carried out in groups of up to 30 people outdoors as long as the capacity does not exceed 75% or those capacities where a safe social distance is not guaranteed. 

In contrast, in closed environments such as gyms, the number is reduced to 20 people. Cleaning and disinfection should be carried out at least 2 times a day and always after each session including; door handles, railings, handrails, machines, work benches etc... 

Playgrounds

They can be used under the same hygienic conditions as swimming pools. A social safe distance of 1.5 metres should be respected or, failing that masks should be worn.

Hygiene measures should be applied and common elements should be disinfected on a daily basis.

Lifts

Individual use of the lift is recommended, as up to now, except for people who live together. Otherwise, masks must be worn.

It is important to emphasise that the municipal and regional inspection services will monitor compliance with the measures adopted in this agreement.

Autonomous Community of Madrid

The preventive measures of the new normal are approved in the Order 668/2020, of 19 June, of the Department of Health of the Community of Madrid and it mentions the following:

Swimming pools

The permitted capacity is set at 50% and the safe distance is reduced from 2 to 1.5 metres. As in the Valencian Community, a prior booking will not be necessary as long as access systems are enabled to avoid crowding in the swimming pool and safety measures are guaranteed.

The occupancy of the pool basin must be 3 m 2 per person.

Chlorine should be measured regularly, although a timeframe is not specified. If the concentration exceeds a certain limit, the pool basin must be evacuated until normal values are reached.

Covered showers and toilets can be used if necessary, although they are recommended to be used as little as possible.

Gyms and sports facilities

The same conditions are observed as for open and closed areas

Until 5 July the capacity will be 60%, in groups of up to 20 people, without physical contact.

From 6 July the capacity will be increased to 75% and the groups will be up to 25 people.

Playgrounds

Outdoor playgrounds may be open if the capacity of 1 person per 4 m² is respected.

Works in buildings, properties and premises

Hygiene measures and a minimum safe distance of 1.5 metres are also permitted.

Autonomous Community of Murcia

Owners' meetings

They may be held as long as they do not exceed 75% of the capacity of the hall. It is mandatory to keep a safe distance of 1.5 metres between attendees or masks must be worn.

Swimming pools

The permitted capacity is set at 75% and the safe social distance is reduced to 1.5 metres.

A booking will also not be compulsory if health and safety measures are guaranteed.

The use of umbrellas, sun beds, hammocks or shared chairs will be allowed, provided that they are disinfected before use by each user.

The capacity of the pool basin will be a minimum of 2.25 m 2 per person.

The cleaning of the common areas, 2 times a day, including showers, toilets, changing rooms, etc.

Signage or loudspeakers will be set up to inform about the capacity (if applicable and the beach/sunbathing area), hygiene and prevention rules, reminding users of the obligation to leave the facilities if they have any symptoms of Covid-19.

Sports facilities

The capacity allowed is 1 person every 3 metres. The machines and shared gym equipment must be 2 metres apart. If this is not possible, separating elements shall be installed.

Hygiene measures such as hand-washing when entering and leaving should be applied

Playgrounds

The maximum capacity allowed is 1 person for every 2.25 m 2 of usable space on the premises. The play equipment may only be used individually and should be cleaned after use.

Lifts

Just as in the Valencian Community, individual use of the lift is recommended, as up to now, except for people who live together. Otherwise, masks must be worn.

Autonomous Community of Andalusia

As of 29 June, Andalusia has not made any announcements on the rules for the new normal. Therefore, the Spanish government's general rules apply.
